Meet the Standards Commission's Members - Malcolm Bell
11th November 2025
1. Why did you apply to be a member of the Standards Commission?
I have over 40 years in public service and I saw the Standards Commission as an opportunity to remain engaged and contribute further. I have always been committed to upholding high ethical standards in public life and believe my experience and skills can support the Commission’s valuable work.
2. How do you find being a member of a Hearing Panel?
Serving on a Hearing Panel requires focus on often complex evidence and a commitment to fairness and impartiality. I value working with my colleagues, who all come from different backgrounds and appreciate the insights their varied experiences bring.
3. Do you think it is important for councillors and board members to have a Code of Conduct?
Absolutely. Councillors and board members make decisions that significantly impact the public and involve substantial sums of money. Maintaining the highest ethical standards is essential to maintain public trust. Adhering to a Code of Conduct should also encourage more people, from all backgrounds, to stand for election as councillors or apply for appointment to public boards.
4. How do you think we can best improve trust in those in public life?
Those serving in public life must show leadership and set an example by upholding and visibly adhering to their codes of conduct. The Standards Commission plays a key role, not only in terms of enforcement but also an educational one in promoting and supporting ethical standards across public bodies.
5. And finally, what do you enjoy doing in your spare time?
I enjoy travelling with my wife and when at home, I relax by reading, watching sport and doing a spot of cooking. I also value time spent with our three grandchildren, watching them grow and develop.
