Complaint no. LA/R/434 concerning an alleged contravention of the Councillors' Code of Conduct by Councillor Derek Mackay of Renfrewshire Council

1. Complaint number LA/R/434 alleged a contravention of the Councillors' Code of Conduct ("the Code") by Councillor Derek Mackay ("the respondent").

2. It was alleged that the respondent had contravened the Code.

3. The person complaining ("the complainant") was Mr Thomas Gatley. In so far as it was possible to ascertain, his complaint concerned some "claims submitted" by the respondent for expenses.

4. In submitting the complaint to me, the complainant provided no details or specification of what was alleged to have occurred. I gave the complainant two opportunities to submit more information. He failed to do so.

5. I concluded, therefore, that the complaint had no proper foundation for investigation and I had no information which would have led me to believe that the respondent had breached the Code of Conduct.
