Complaint nos. LA/G/340 and LA/G/352 concerning an alleged contravention of the Councillors' Code of Conduct by Councillor Gary Gray of Glasgow City Council

1. Complaint numbers LA/G/340 and LA/G/352 alleged a contravention of the Councillors' Code of Conduct ("the Code") by Councillor Gary Gray ("the respondent").

2. It was alleged that the respondent had contravened the Code, in particular, paragraphs 3.5 and 3.21 of the Councillors' Code of Conduct

3. In both complaints, it was alleged that Councillor Gray had overclaimed subsistence allowances. In complaint number LA/G/352, it was claimed that Councillor Gray had voted on Council Tax issues while being in substantial arrears in regard to his own council tax payments.

4. After I commenced my investigation, Councillor Gray notified the City Council of his decision to resign as a councillor. In the light of Councillor Gray's resignation, and having regard to the terms of the complaints and the information ingathered to date, I came to the conclusion that it would not be in the public interest to continue the investigation.
